TOURNAMENT RULES

 

WELCOME TO VI ICUP USA  2019


REGISTRATION

The registration of the players will be the first day of the tournament. Between 7am and 9am. All participants must register with their team and coach; no individual’s registration will be allowed. With the exception if the participant is late to do team registration. Players must have all documents for age verification and the coach will have to submit their roster with full names, birth dates and Form of Medical Release. 


REGISTRATION OF PLAYERS

Each player must have his original documentation and medical release form signed by parents or guardians. His name should appear in the team’s roster filled by coach or team manager thru gotsoccer.com

OPTION 4- SCHOOL PRINTOUT (PHOTO) WITH ORIGINAL ACT ONLY


 Any proof of age/birth documents that is not in English must BE CHECKED, OK’D or translated by a member of the tournament committee. No coach of a team or parent of a player may translate for that team or the parent's child unless they are certified and or accredited to teach the specific language, i.e. high school teacher, professor of languages at a university or college, a court translator, or anyone recognized as an official translator by a governing body. All coaches and administrators of a team will be held responsible for submission of documents as required at check in which will be held at TBD Information will be sent once it has been confirmed the location. 


MEDICAL RELEASE WAIVER 

Medical Release is mandatory for all participants and coach (s) or Team Coordinator. If the participant is a minor, the form must be signed by a parent or legal guardian of the participant. This form occupies to be delivered during the registration of the player. If the player does not have this form, he / she CAN NOT participate in such tournament. (if the participants are from another country, the coach or manager may sign the form and be responsible for the player and any medical situation)


COACH'S RESPONSIBILITY

All coaches have the responsibility to register for GotSoccer.com to participate in the tournament. Apart they will have to fill out and send via email the registration form of the team. They will be responsible for having their players' documents ready before they reach registration.



IF A PLAYER DOES NOT HAVE THE ORIGINAL DOCUMENTATION, THE PLAYER WILL NOT BE ALLOWED TO PLAY AT THE TOURNAMENT. A TEAM THAT DOES NOT HAVE ELIGIBLE PLAYERS AND ARE CATCH CHEATING WILL FORFEIT AND BE REMOVED FROM THE TOURNAMENTS WITHOUT ANY REFUND.

  

SYSTEM OF COMPETITION

  

U6 (2013)  5v5 30min Game (15min half) = 8 PLAYERS ON ROSTER - Size #3 Ball


U7-U10 (2012 - 2009) 7v7 40min Game (20min halfs) = 14 PLAYERS ON ROSTER - Size #4 Ball


U11-U12 (2008 – 2007) 9v9 50min Game (25min halfs) = 18 PLAYER ON ROSTER - Size #5 Ball


U13- U19 (2006 2000) 60min Game (30min half) = 20 PLAYERS ON ROSTER - Size #5 Ball

  

 The number of teams in each bracket will determine whether the group will go directly to a final, or will include semis and finals. 


POINTS SYSTEM

  

WIN = 3 PTS

 TIE =1 PTS

 LOSS = 0 PTS

 Forfeit will be recorded as 3-0 win

 No tiebreakers will be exercised during pool play. Ties will remain ties. 

In a tied Championship, quarter or semifinal game, if the score is still tied at the end of regulation time, then penalty kicks will commence. Penalty kicks shall be exercised by both teams taking five shots from the penalty spot. Teams shall take their kicks alternately and only those players remaining on the fields at the end of the match shall participate. In the event that a tie still exists, “Sudden Death” kick shall be taken from the penalty spot one versus one until one team wins. (PLAYERS ON THE FIELD AT END OF REGULATION CAN BE SWITCHED TO GK) 


All games will be considered final. NO PROTESTS WILL BE ALLOWED. 


Each player, other than the goalkeeper, must have a number listed on the line up form and wear the corresponding numbered jersey. The number shall be affixed to the back of the jersey and shall be clearly visible. Each player must wear a different numbered jersey. Goalkeepers must wear colors, which distinguish them other players and game officials. 


GIRLS CAN PLAY ONE DOWN

(Girls can play one year down, which means it's a fiscal calendar year, not a category. In case this category is not completed and team has register, the girl then can play a Category down is the only exception to the internal rules of competition) 


CAST  

For reasons of insurance a player wearing a plaster or any solid object will NOT BE ALLOWED to participate in the Tournament. Dose not matter if player has a doctor note. 


PAYMENT

The cost of registration has to be paid in full before the registration deadline or during the team’s registration on gotsoccer.com. In case your teams register and decide not to participate after all the full payment is 

NOT REFUNDABLE

  

CONDUCT OF COACHES, PLAYERS AND PARENTS 

It is important to maintain the order before, during and after each game.

Coaches or Team Directors of each team is responsible for their Players and Parents.



  1. All players and coaches will be expected to demonstrate good sportsmanlike conduct throughout the tournament. Coaches will also be responsible for the conduct of their spectators, supporters and players. All coaching will be done from one side of the fields and within the boundaries on either side of the midfield line. 
  2. All spectators will be on OPPOSITE side of the field from the players and coaches. 
  3. Any player or coach given a red card will not be able to participate in at least the following tournament game. A stiffer penalty may be imposed for the extreme violations (such as violent conduct) at the tournament’s committee's discretion. 
  4. All referee decisions are FINAL. There will be no arbitration or recourse. 
  5. If in the opinion of the game officials, a game must be terminated for misconduct of players, bench, or spectators, the offending team could be suspended from further play and forfeit that game and all remaining games. All previously played games would revert to a forfeit with point awarded accordingly. Additionally, the home league and state association will be contacted as appropriate. 


Spectator Conduct: 

  1. Unseemly, discourteous, unsportsmanlike conduct by team spectators can jeopardize your coach and/or team and may cause a fine and/or removal of said spectator by the tournament committee or appropriate authorities.There will be no alcoholic beverages or open fires (cooking) at the Soccer Complex Tournament site or parking lots. Violators will be prosecuted. 
  2. Please clear your sideline of trash after each game. 
  3. All tents must be set up around the complex and not between the soccer fields. 


Game Officials: 

  1. The appointment of the game officials shall be the responsibility of the Tournament committee. All fees are included as part of the registration fees. 
  2. Complaints regarding games officials must be in writing and sent to the Referee Disciplinary Committee with  copies to Director of ICUP USA.
  3. The Tournament Committee shall be responsible for the fees for all officials in the tournament and forfeited games. 
  4. The referee shall have the power to decide as to the fitness of the field in all matches. In other respects, the duties of the referees and referee assistants are defined in the FIFA 2019-2020 "Laws of the Game". 
  5. The referees appointed to officiate in any game shall be neither a past nor present member nor be related to a member (member to include players, coaches, and/or administrators) of either of the competing teams. Referees accepting games that violate this rule shall be reported to referee disciplinary committee for possible disciplinary action. 
  6. In the event the referee appointed fails to appear and where assistant referees have been appointed, one of those referees shall assume the responsibilities of the referee. 
  7. The referee will give the site field marshal, at the conclusion of the game, all line up cards from the completed game (a) mark the lineup forms appropriately, (b) fill out the ICUP USA no show report when one team fails to appear for a game within the required time, (c) fill out the referee supplement report for all red cards given and (d) turn in the forms required by (b) and (c) to the administrator. 
  8.  Both team coaches MUST sign game report after each game. *Any rule or regulation not indicated in the ICUP USA Rules shall be interpreted at the sole discretion of the Tournament Committee.
